Cisco Ramon is a mechanical engineering genius. Working with Dr. Harrison Wells and S.T.A.R. Labs, Cisco has come up with all sorts of new and fantastic tech, and that was before he was part of a secret superhero crime fighting team.

Now that Cisco works with 'The Streak' (name change coming soon), Cisco gets to put his skills even more to the test coming up with gadgets and strategies to combat the evil metahumans of Central City.

Personality-wise
Cisco is the nerdiest of nerds. Comic books, sci-fi, pop culture and internet memes are all languages Cisco speaks. While that can be offputting to some, the friends he's found at S.T.A.R. Labs who know and understand him can tell you he's a kind, outgoing, hilarious guy. Very excitable especially when it comes to things superhero related, there's no other person his personality meshes better with than his new buddy Barry Allen. It's like they were soul-mated, but in a BF kind of way.

Physical Description
Cisco is 5'6" with black hair and dark brown eyes. Latino, he's got that mocha skin thang going on, and likes to let his long hair live free. He's almost always wearing a pop culture referencing t-shirt, and if you don't get it, it's just because you're not cool.

Powers and Abilities
Cisco is coming in from Season 1, and as of yet he has no powers. Moving forward through canon this will change, but right now he is just a normal guy. Examination of the physical or even medical kind won't yet reveal anything truly unique and those with enhanced senses won't find anything different about him until his powers manifest. Those who can see the future or read destinies might see a little something-something coming up for him, though.

A note about pop culture pups
Cisco is an uber-nerd, and canonically he references nerdy things like, a lot. That being said, Cisco will not canon puncture your pup. Pinky-promise. There are no guarantees he won't wig out in some nerdy way if he happens to meet someone he loves (if he ever runs into Han Solo there is a 99.9% chance that he'll just faint. Drop-ded faint right there. Yep.), but he's not going to let them know it's because he's watched their movie a thousand times and has seen every Director's Cut ever made.

He also won't reveal details he knows from watching said movies, and he's smart enough to know/figure out that with the multiverse thing there is of course the possibility that what's fiction in one world is totally fact in another and he'll be able to deal with acknowledging that people who happen to be characters he knows and love are still people with their own lives and whatnot.
